This report outlines the organization of the labor market, describes underlying patterns of earnings and employment, and, in the final section, describes implications for future research.  By understanding the context in which workers operate, government managers, policymakers, and practitioners will be better prepared to design effective programs to increase worker employability and skills.  This report reviews three salient trends in the labor market: 1) Profile of Work and Workers; 2) The New Occupational Hierarchy and Changing Skill Requirements; and 3) Work, Workers and Inequality.
