This is a three-volume report focusing on employer-based training (EBT) and was prepared to support the Department's efforts to disseminate information about effective strategies and practices for training and retraining the American workforce. This report synthesizes the resulting findings across the 17 case studies and provides recommendations on effective strategies for implementing EBT programs.
