This study shows that career guidance programs have been generally beneficial in the Job Training Partnership Act and throughout the public educational system, but are seldom comprehensive or fully utilized. The study recommends that the programs address a wider range of youth career needs; offer activities more appropriate to successive ages and stages of adolescent development; emphasize values, attitudes, and general work habits rather than specific occupational information and technical skills; and tighten work education linkages. The study includes an extensive bibliography.
