The potential for technology-based learning (TBL) to increase the number of trained workers in high-growth, high-demand occupations led the Employment and Training Administration in the U.S. Department of Labor to launch the TBL Initiative in 2006 and provide $10 million in funding to 20 grantees to develop and implement TBL projects from 2009 to 2012. This study used administrative data on participants from grantees and survey data from participants to describe participants in these programs, their program satisfaction, and their education and labor market outcomes. Results suggest that grantees offered TBL programs that served a diverse set of participants, built learning communities to support them, had high levels of program satisfaction, and produced positive education and employment outcomes. Still, challenges remain in recruiting participants and structuring programs. Programs did not necessarily serve the low-skilled and unemployed and might benefit from a greater focus on student outcomes.
