The U.S. Department of Labor, Employment and Training Administration awarded grants to the Oregon Employment Department in 2002 and the California Employment Development Department in 2003 for the Low-Wage Worker Retention and Advancement Demonstration Project.  The evaluation of the grants investigated labor market approaches and service interventions that were developed to help low-wage workers, including former Temporary Assistance for Needy Families recipients, with employment retention and advancement and to assist employers in modifying policies and practices, which aid such workers.  The overall goal of the demonstration was to understand how One-Stop Career Centers can better assist workers who are in low-paying jobs and their employers.
