This study investigates the influences of state laws, regulations, and procedures of nonmonetary eligibility. Our objective is to identify practices that are particularly effective in detecting ineligible claimants, given the variation in the definitions of ineligibility. To the extent that we succeed in establishing these ?best practices,? agencies may be able to monitor their procedures more effectively and possibly modify them to meet their own objectives. More specifically, the patterns observed in the analysis may suggest how certain practices can help state agencies (1) minimize the extent to which claimants violate nonmonetary eligibility rules and (2) maximize the ability of agencies to detect violation when they occur and to reduce or deny benefits accordingly.
