Description
This report examines the formulas that states use to allocate funds to local workforce investment areas under the Workforce Investment Act Title I adult, dislocated worker, and youth programs. The report presents current allocation formulas and identifies several key concerns with the formulas. It also describes the results of simulations conducted to examine both how allocations are currently made and how the amounts allocated to local areas would change under several alternative formulas. The report concludes with recommendations to consider when contemplating modifications to the formulas.
