WIOA Title I and III Annual Report Data: Program Year 2022
These maps include the most recent state-level data for WIOA Title I Adult, Dislocated Worker, and Youth programs as well as Title III Wagner-Peyser data.

Note: WIOA requires Titles I and III programs to submit programmatic performance data to the Department of Labor (WIOA sec. 116 (d)); states report data annually through the ETA-9169 (OMB Control Number 1205-0526) reporting template.
The WIOA National Annual Performance Summary reflects the information available from each state’s Statewide Performance Report (ETA-9169). The WIOA National Summary Narrative reflects the information available from the WIOA Title I and Title III program reports in each Program Year (PY).

The WIOA Individual Performance Records are submitted by states to ETA on both a quarterly and annual basis. The WIOA Individual Performance Record files contain detailed information on program completers (i.e., exiters), including demographics, types of services received, and outcomes attained as a result of participating in the program. You can view the quarterly public file, explore the national Data Books, which contain "slices and dices" of performance information available in the WIOA Individual Performance Records, and view broad summaries of the performance information through the WIOA National Performance Summaries. Please review the appropriate "WIOA Performance Records Public Use File Disclaimer" before accessing the files. Each quarterly file contains a rolling ten (10) quarters of data. Q4 files contain data from Q1, Q2, and Q3 and are considered the annual dataset.
NOTE: Each public use data file below contains over 20 million records and should be opened using a statistical software package capable of reading large files.

States submit a four-year State Plan with an interim two-year modification to ETA under the Workforce Innovation and Opportunity Act (WIOA). To access, read, and/or download the current approved State Plan for a State, please visit the WIOA State Plan Portal.
In addition to identifying a single State or multiple State Plans for review and/or download, users may also search across all Plans in the portal with keywords or phrases of interest (e.g. equity, inclusion, apprenticeship, career pathways, eligible training providers, sector strategies, etc.). As plans and modifications are approved, access to them will also be available through the portal.
State Plans and their modifications are expected to address changes in the provision of workforce services during the current planning period, and the expectations for continuation of these and other service integration and delivery improvements soon. The diagnosis of the State’s situation and trends in the Plan examines both the short-term and long-term consequences of labor market changes in the State, and the potential impact (including challenges and opportunities) on the public workforce system.
All workforce programs operate within the context of a regional economy. Therefore, each State Plan and its modification opens with a cogent and thoughtful analysis of economic, labor market, and workforce development activities currently occurring within the State and its regional labor markets. The incorporation of timely, comprehensive, and accurate labor market information (LMI) establishes key scaffolding for the State’s strategic and operational planning.
In addition, an important companion to the State Plan is the annual Economic Analysis Report submitted by the State as a deliverable for their Workforce Information Grant (WIG). The Economic Analysis Report is an environmental scan of the state that sets the stage for informed, data-driven decision-making in workforce programs.

Definitions for the values found on the performance reports are found in the appropriate Annual Report (ETA-9169) specifications. The report specifications provide plain text language to assist reviewers in understanding the reports. Further, WIOA Annual Report Submission Guidance is in TEGL 03-17 and TEGL 05-18 and TEGL 14-18.
