Workforce Pathways for Youth (Round 5) - FOA-ETA-24-07

The Workforce Pathways for Youth demonstration grants support national out-of-school time organizations that serve historically underserved and marginalized youth ages 14 to 21. These grants will place an emphasis on age-appropriate workforce readiness programming to expand job training and workforce pathways for youth, including soft skill development, career exploration, job readiness and certification, and work-based learning opportunities and other work experiences, such as summer jobs, year-round job opportunities, and pre-apprenticeships and Registered Apprenticeships. Funding will also support partnerships between workforce development boards and youth-serving out-of-school time organizations in order to scale up a coordinated and systemic approach to work and learning opportunities for youth across the country.

Strengthening Community Colleges Training Grants (Round 5) - FOA-ETA-24-23

The purpose of this grant program is to build community colleges’ capacity to meet the skill development needs of employers and equitably support students in obtaining good jobs in in-demand industries. Grantees will enhance sector-based career pathways programs using strategies rooted in evidence and designed to build further evidence on the effectiveness of sector-based career pathways programs in leading to positive employment outcomes. YouthBuild - FOA-ETA-24-53

Under this Funding Opportunity Announcement (FOA), DOL will award grants through a competitive process to organizations providing pre-apprenticeship services that support education, occupational skills training, and employment services to opportunity youth, ages 16 to 24, who are performing meaningful work and service to their communities. The YouthBuild program model prepares participants for quality jobs in a variety of careers, in diverse industry sectors, particularly in infrastructure sectors, and includes wrap-around services such as mentoring, trauma-informed care, personal counseling, transportation supports, and employment preparation - all key strategies for addressing violence in communities. YouthBuild applicants must include construction skills training and may include occupational skills training in other in-demand industries. This expansion into additional in-demand industries is the Construction Plus component. Eligible applicants for these grants are public or private non-profit agencies or organizations, including consortia of such agencies or organizations. These organizations include rural, urban, or Native American/Tribal entities that have previously served opportunity youth in a YouthBuild or other similar program. DOL will fund approximately 75 projects across the country. Individual grants will range from $700,000 to $1.5 million and require a 25 percent match from applicants, using sources other than federal funding. This FOA features a matching waiver for Tribal entities and U.S. insular areas which allows these entities to not include a match commitment in their applications. The grant period of performance for this FOA is 40 months, including a four-month planning period and a twelve-month follow-up period.

Critical Sector Job Quality Grants - Round 2 – FOA-ETA-23-13

The U.S. Department of Labor has posted Amendment Two to the Critical Sectors Job Quality funding opportunity. This announcement amends the second closing date, amount available, and clarifies several definitions and terms. The purpose of this demonstration program is to support transformative efforts to improve job quality and availability of good jobs, particularly for the benefit of historically marginalized populations and communities that have experienced barriers to employment in good jobs. The primary focus of these demonstration grants is expanding job quality in the care, climate resiliency and clean energy transition, and hospitality sectors. These demonstration grants will support industry-led, worker-centered sector strategies built through labor-management partnerships aimed at improving job quality in key sectors. These partnerships will address equity, job quality, and worker voice as they design training models and train workers for family-supporting jobs. High-quality jobs, for the purposes of this grant program, include those that offer family-sustaining wages and benefits, have predictable hours and schedules, are filled through transparent and nondiscriminatory hiring and promotion practices, offer clear paths for advancement, always prioritize worker health and safety, and include workers' voices in the workplace. Projects under this announcement will fund both short-term capacity-building planning grants and longer-term implementation grants. This funding is authorized by the Workforce Innovation and Opportunity Act (WIOA) sec. 169(c) and appropriated under the Consolidated Appropriations Act, 2023 (Pub. L. 117-328, Div. DOL Building Pathways to Infrastructure Jobs Grant Program- FOA-ETA-23-31

This Funding Opportunity Announcement (FOA) solicits applications for the DOL Building Pathways to Infrastructure Jobs Grant Program. Applications are due July 1, 2024. 

The purpose of the DOL Building Pathways to Infrastructure Jobs Grant Program is to fund public-private partnerships to develop, implement, and scale worker-centered sector strategy training programs that train and prepare the skilled workforce needed to meet the demands of the sizeable infrastructure investments made through the Bipartisan Infrastructure Law (BIL), formally known as the Infrastructure Investment and Jobs Act. To maximize the impact of the BIL investment, and other investments such as the CHIPS (Creating Helpful Incentives to Produce Semiconductors) and Science Act and the Inflation Reduction Act, this grant program will train job seekers in advanced manufacturing; information technology; and professional, scientific, and technical services occupations that support renewable energy, transportation, and broadband infrastructure sectors. To achieve the goals of the FOA, applicants are required to propose grant projects that address one of the following two training tracks. Both tracks are expected to serve historically marginalized and underserved populations and communities.

a.    Development Track: Developing and Implementing Local/Regional Worker-Centered Sector Strategy Programs
The goal of the Development Track is to establish local and regional partnerships that will foster the implementation of an effective, worker-centered sector training program in one or more infrastructure-related sectors.
b.    Scaling Track: Scaling Effective Worker-Centered Sector Strategy Programs
The goal of the Scaling Track is to invest in established partnerships that have demonstrated effectiveness in implementing sector strategy training programs in one or more infrastructure-related sectors.

These grants also emphasize using career pathways programs that lead to credentials recognized by employers, work-based learning training models, including Registered Apprenticeships, and supportive services to increase participation and retention in these programs.

National Farmworker Jobs Program (NFJP) Housing Services Grants – FOA-ETA-24-18

This Funding Opportunity Announcement solicits applications for the National Farmworker Jobs Program Housing Services Grants. The opportunity will provide approximately $6.5 million in grant funding to help organizations improve their delivery of safe and sanitary housing solutions for migrant and seasonal farmworkers and their dependents. The Department will award approximately eight grants to organizations that propose project designs to provide housing services in one or more states with the highest estimated number of eligible migrant and seasonal farmworkers, including Arizona, California, Florida, Idaho, Illinois, Michigan, New York, North Carolina, Oregon, Puerto Rico, Texas and Washington.

Authorized by the Workforce Innovation and Opportunity Act, the funding will connect eligible migrant and seasonal farmworkers and their dependents to permanent and temporary housing. At least 70 percent of the funds will go toward permanent housing.

Successful applicants must understand farmworkers' needs, enabling them to propose projects that improve access to safe and sanitary housing services that helps workers and their dependents achieve their educational and career goals and promotes economic mobility.

National Farmworker Jobs Program Career Services and Training Grants - FOA-ETA-24-15

This Funding Opportunity Announcement solicits applications for National Farmworker Jobs Program (NFJP) grants. Grant funding will allow organizations to provide career services, including career assessment and planning; supportive services; and work-based learning, which may include pre-apprenticeships or apprenticeships in the agriculture industry or other sectors. Successful applicants will deliver worker-centered, sector-based training that responds to workers' needs while incorporating strong partnerships with employers. Senior Community Service Employment Program (SCSEP) Optional Demonstration Grants on Sector-Based Training for Low-Income Older Adult Workers – FOA-ETA-24-12

This Funding Opportunity Announcement solicits applications for the Senior Community Service Employment Program (SCSEP) Optional Demonstration Grants on Sector-Based Training for Low-Income Older Adult Workers. The opportunity will provide approximately $19 million in grant funding for current national SCSEP recipients to apply for additional funding in a demonstration of sector-based training for older workers. The Department will award up to six demonstration grants, ranging from $2 to $5 million each, to current grantees operating programs awarded under the 2020 SCSEP national grant competition. To receive an optional demonstration grant, entities must also be awarded funding through the 2024 SCSEP national grant competition that the department announced March 7, 2024.

The demonstration projects will allow grantees to augment the SCSEP service model to provide a combination of enhanced career navigation services, occupational training and on-the-job training to participants interested in sector-based training. Successful applicants will build and expand partnerships with employers, training providers and the public workforce system to inform and support the projects. In turn, the department will study the effect of industry-based or sector-based training on employment outcomes for older workers. It will then use the data to support its evidence-building agenda and help develop strategies related to training and employment programs for older workers.

Senior Community Service Employment Program National Grants Competition for Program Year 2024 - FOA-ETA-24-11

This Funding Opportunity Announcement solicits applications for the Senior Community Service Employment Program National Grants Competition for Program Year 2024. Grant funding will allow organizations to provide community service and offer work-based learning to older workers through the Senior Community Service Employment Program (SCSEP). Successful applicants will receive awards between $2 million and $50 million each, and must also provide a 10 percent non-federal funding match. SCSEP grants will provide subsidized, part-time community service training for unemployed, low-income adults, ages 55 and older who have poor employment prospects. The funding will allow grantees to assign older participants to various community service roles at non-profit and public facilities, such as day-care centers, senior centers, schools, and hospitals. The community service assignments aim to promote self-sufficiency for participants and serve as a bridge to unsubsidized employment.

Apprenticeship Building America (Round 2) - FOA-ETA-24-04

This Funding Opportunity Announcement solicits applications for Round 2 of the Apprenticeship Building America (ABA2) grant program. State Apprenticeship Expansion Formula (Round 2) - FOA-ETA-24-03

This Funding Opportunity Announcement solicits applications for Round Two of the State Apprenticeship Expansion Formula (SAEF2) grant program. As part of the second installment of this continued five-year investment plan, the Department will award the next round of State Apprenticeship Expansion Formula grants for (1) Base Formula Funding to all States that apply (to be provided on an annual basis, subject to available funding and the submission of a responsive application), and in addition to the Base Formula Funding, (2) an opportunity to apply separately for additional competitive funding for States with the capacity and readiness to adopt and expand in key innovation priority areas. Pathway Home 5 - FOA-ETA-24-05

The purpose of this program is to provide eligible incarcerated individuals in men’s and women’s state correctional facilities or local or county jails with workforce services prior to release and to continue services after release by transitioning the participants into reentry programs in the communities to which they will return. By providing for reentry services to begin while participants are still incarcerated and to continue post-release, these projects are designed to eliminate the time gap between release from prison and enrollment into a workforce development reentry program leading to skills-based employment, to improve individuals’ transition back into their communities, and to reduce recidivism.
