Negotiating Performance Goals for the Workforce Investment Act (WIA) Title 1B Programs and Wagner-Peyser Act Funded Activities for Program Year (PY) 2014
PurposeTo inform states of the guidelines for negotiating WIA Title 1B program performance and performance levels for Wagner-Peyser Act funded activities for PY 2014. Once performance goals are agreed upon by the state and the Employment and Training Administration (ETA), they will be incorporated into the state's Strategic Plan. This Training and Employment Guidance Letter (TEGL) also announces that ETA will require that all states negotiate performance goals for credential outcomes beginning in PY 2015. Prior to 2015, ETA will work with states to modify the terms of approved common measure waivers. Currently, states are required to report on credentials in their quarterly Workforce Investment Act Standardized Record Data (WIASRD) submissions regardless of whether or not they have a common measure waiver.

Job-Driven National Emergency Grants
PurposeTo announce the availability of up to $150 million for Job-Driven (JD) National Emergency Grants (NEGs). These funds will provide grants to states to drive strategies identified in the January 30, 2014 Presidential Memorandum on Job-Driven Training for Workers at the local level. States will use JD NEGs to implement new or expanded local and regional job-driven partnerships that will serve more dislocated workers and achieve better employment-related outcomes for this group of workers. If more than the currently anticipated level of funds becomes available and the number of acceptable proposals exceeds $150 million, the Department reserves the right to make awards in excess of $150 million.
