To provide information on the process of setting performance criteria for key UI performance measures.

To provide specific procedural guidance to States regarding the use of the Conditional Certifications Issued (ETA 9057) and Certification Workload and Characteristics of Certified Individuals (ETA 9058) Work Opportunity and Welfare-to-Work Tax Credits quarterly report forms during the authorization lapse effective July 1- September 30, 1998.

To correct the date by which responses to the UI/ES Dialogue paper are needed.

To transmit a revised Attachment 1 to TELL 12-97.

To transmit additional guidance on JTPA Performance Standards pursuant to Training and Employment Guidance Letter No. 2-97, dated February 19, 1998.
