To transmit the proposed change to the Interim Final Rule on the Workforce Investment Act (WIA) of 1998 relative to the classification of Administrative Costs. This language has been reviewed by the Office of Management and Budget and it mirrors what will be published in the Final Rule late in July. Due to the full implementation date of July 1, 2000, OMB has cleared this language prior to the publication of the Final Rule, to assist the system with further implementation. This definition of Administrative Cost classification goes into effect on July 1, 2000.

To provide planning estimates and guidance for Program Year (PY) 2000 State One-Stop/Labor Market Information (OS/LMI) core products and services grant funds.

To transmit a reissuance of the revised Federal Schedule of Remuneration (UCX) based on the July 1, 2000, military pay increase because of typographical errors in item 3 (Instructions) of UIPL 30-00 dated June 27, 2000, pertaining to the effective date of the Federal Schedule of Remuneration.

To transmit two (2) technical assistance guides to assist State appeals staff with decisions relating to the payment of TRA to adversely affected workers under the regular Trade Adjustment Assistance (TAA) program and the North America Free Trade Agreement - Transitional Adjustment Assistance (NAFTA-TAA) program. The first guide covers the regular TAA program, and the companion guide covers the NAFTA-TAA program.

To transmit the revised Federal Schedule of Remuneration (UCX) based on the July 1, 2000, military pay increase.

To clarify the application of State UC law benefit charging provisions to the UCFE and UCX programs.

To transmit Workforce Investment Act (WIA) financial reporting requirements, including the OMB approved reporting formats and corresponding instructions.

To inform the States of the transfer of Grant Officer authority for the Employment Service, Unemployment Insurance, and Trade (TAA and NAFTA-TAA) programs from the Regional Offices to the National Office.

To provide information on the availability of technical assistance from regional DBTACs.

To initiate the FY 2001 SQSP process and to issue instructions for the State Employment Security Agencies (SESAs) to use in the preparation of the FY 2001 SQSP.
