To provide states with operating, financial, and reporting instructions for the full federal funding of the first week of unemployment compensation (UC) authorized by section 2105, Temporary Full Federal Funding of the First Week of Compensable Regular Unemployment for States with No Waiting Week, of the CARES Act of 2020, Public Law (Pub. L.) 116-136.

To provide State Workforce Agencies (SWAs) guidelines and key dates for the completion of the 2020 UI BAM paid and denied claims sample cases and the publication of 2020 BAM data.

To provide adjusted funding levels for PY 2019 allotments for the DW program under WIOA Title I Section 132(c) on recapture and reallotment.

This guidance informs the workforce system of the revised Employment and Training Administration (ETA) financial report (ETA-9130) and associated instructions, including the addition of a new Training Expenditures line item on some of the ETA-9130 forms. Additionally, it offers clarification on a pre-existing reporting line, apprises all ETA grant recipients of minor changes to the ETA-9130 due dates, and reminds grant recipients of ETA-9130 submission procedures.

To inform State Workforce Agencies (SWA) of Office of Management and Budget (OMB) approval of the extension, without any changes, of the Work Opportunity Tax Credit (WOTC) reporting, administrative, and processing forms under the Paperwork Reduction Act of 1995 (PRA). These forms were processed under OMB Control number 1205-0371.

To assist State Workforce Agencies (SWAs) or agencies designated by Governors as "Cooperating State Agencies" (CSAs) (also jointly referred to as "States," "Recipients," "Grantees," "Applicant," or "You") in gaining access to FY 2020 TAA Program TaOA funds by completing and submitting Standard Form (SF) 424, Application for Federal Assistance, through www.grants.gov.

To assist State Workforce Agencies or agencies designated by Governors as "Cooperating State Agencies" (CSAs) (also jointly referred to as "states") by: 1) identifying the FY 2020 Initial Allocation of TaOA funding amounts to states; 2) describing the formula methodology used by the Department of Labor (Department) to calculate these amounts; and 3) providing the process for states to request TAA Program reserve funds for TaOA. TaOA includes training, job search allowances, relocation allowances, employment and case management services, and related state administration.

To provide states with instructions for implementing the emergency unemployment relief for state and local governmental entities, certain nonprofit organizations, and Federally-recognized Indian Tribes in Section 2103 of the CARES Act of 2020, Public Law (Pub. L.) 116-136.

As States have gained experience administering the PUA program under the CARES Act, they have identified questions about aspects of the program's operation. The purpose of this UIPL is to address those questions and provide further guidance about the PUA program authorized by section 2102 of the CARES Act of 2020, Public Law (Pub. L.) 116-136 and to provide instructions for completing Form ETA 9178-P, Quarterly Narrative Progress Report - Employment and Training Supplemental Budget Request Activities.

To provide information to states and outlying areas on WIOA Title I Adult, Dislocated Worker and Youth Activities program allotments for PY 2020; PY 2020 allotments for the Wagner-Peyser Act ES Program, as required by section 6(b)(5) of the Wagner-Peyser Act, as amended; and the allotments of Workforce Information Grants to states for PY 2020.
