To inform states and grantees of the Employment and Training Administration¿s (ETA) policy on common performance measures for Federal job training and employment programs, including guidelines on program participation and exit. The common measures represent one component in ETA¿s development of a single comprehensive system to collect, record, and report program performance for workforce programs.

To advise State Workforce Agencies (SWAs) that new software (ICON-IB6, Release 2) used for processing quarterly bills related to unemployment claims that combine wages from two or more states must be installed and operational with the billing cycle for the quarter ending March 31, 2004. Due to the interaction of states in this process, all states must implement Release 2 of the IB6 model code (or procedures conforming to specifications provided to states not using model code) at the same time.

To inform the workforce investment system of the implementation of the Department of Defense (DOD) and the Department of Labor (DOL) Memorandum of Understanding.

To inform H-1B grantees of a proposed new EIMS module designed for H-1B quarterly performance reporting.

To report on the status of UI DV implementation, provide pertinent information on program implementation policies for fiscal years (FY) 2004 and 2005, identify key contacts for assistance and technical information, and provide questions and answers related to DV issues.

To announce the extension of the Office of Management and Budget (OMB) approval of form ETA 90-2.

To announce details for three RJM training sessions for state staff.

To transmit guidance and instructions for submitting WIA Annual Reports and the WIASRD for Program Year 2002 (July 1, 2002, through June 30, 2003) as required under the Act. To inform the system of adjustments to the Program Year 2003 reporting cycle.
