This Training and Employment Guidance Letter (TEGL) revises the position allocations and funding amounts for grantees for PY 2008 as contained in TEGL 26-07, attachment H, to: (1) reserve $5,000,000 for program support activities utilizing the Secretary’s discretionary authority under section 506(a)(1) of the Older Americans Act (OAA) Amendments, Pub. L. No. 109-365; (2) to establish the due date of July 31, 2008, for budget modifications required by this TEGL for grantees’ PY 2008 grants; and to extend the due date for any performance improvement plans that may be required to August 15, 2008.

To initiate and issue supplemental instructions for the preparation of the FY 2009 SQSP.

This guidance letter updates the procedures states should follow to apply for WIA Section 503 Incentive Grants based on PY 2006 performance.

To establish Acceptable Levels of Performance (ALPs) for the UI Performs Core Measure, “Facilitate the Reemployment of UI Claimants,” and explain the methodology for administering this measure.

To notify States of the Federal Register Notice for public comment on the WIA/Wagner-Peyser Act State Planning Guidances for Program Year (PY) 2009, and notify States of planned consultations for the development of Planning Guidances for PY 2010 and subsequent years.

To announce the release and the availability of the report Assessment of Strategies to Retain Experienced Technical and Professional Healthcare Personnel after Retirement Age.

To provide instructions for the preparation and submission of the National Farmworker Jobs Program (NFJP) grant plans under the Workforce Investment Act (WIA), Section 167 for PY 2008.

To inform the Senior Community Service Employment Program (SCSEP) grantees about the Department of Labor’s (DOL) equal treatment regulations at 29 CFR Part 2, Subpart D, which outline certain constitutional and other requirements related to the participation of faith-based organizations in DOL social service programs.

To provide instructions and procedures for the preparation and submission of The Section 167 Housing Assistance annual grant plans for PY 2008

The purpose of this guidance is to provide all SCSEP grant applicants with application instructions and procedures for Program Year (PY) 2008, beginning July 1, 2008.
