Selective Service Registration Requirements for Employment and Training Administration Funded Programs
PurposeThis Training and Employment Guidance Letter (TEGL) Change 1 clarifies which programs or services must comply with the Selective Service registration requirements of the Workforce Investment Act (WIA) of 1998 § 189(h), codified at 20 CFR 667.250, and the Military Selective Service Act (50 U.S.C. App. 453), codified at 32 CFR Part 1605. This guidance clarifies that programs or services funded or authorized by Title I of WIA, not those funded or authorized solely by the Wagner-Peyser Act, must comply with the Selective Service registration requirements. This clarification replaces and supersedes prior guidance issued.

Revised Petition Forms to File for Trade Adjustment Assistance
PurposeOn October 21, 2011, President Obama signed the Trade Adjustment Assistance Extension Act of 2011 (TAAEA). To implement the TAAEA, this Training and Employment Guidance Letter (TEGL) announces the availability of revised Trade Adjustment Assistance Act (TAA) petition forms that must be used starting January 31, 2012. Downloadable and online petition forms currently in use will be rendered obsolete and may not be used as of that date. The Employment and Training Administration (ETA) will issue further guidance via another TEGL to instruct the State Workforce Agencies or agencies designated by Governors as "Cooperating State Agencies" (CSAs) (also jointly referred to as "states") to operate the Trade Adjustment Assistance (TAA) program under the Trade Act of 1974, as amended by the TAAEA (the 2011 Amendments).
