To provide State Workforce Agencies (SWAs) guidelines and key dates for the completion of the 2023 Unemployment Insurance (UI) Benefit Accuracy Measurement (BAM) paid and denied claims sample cases and the publication of 2023 BAM data.

To announce the availability of BAM Investigator Virtual Training sessions and DV Training sessions.

Consistent with Joint WIOA Final Rule requirements, the U.S. Departments of Labor and Education (the Departments) have determined it is appropriate and reasonable for PY 2022 for the:

• U.S. Department of Labor (DOL) to assess performance for four performance indicators under WIOA title I core programs and three performance indicators under the Employment Service (referred to as “WIOA title III”) core program;
• U.S. Department of Education (ED) to assess performance for four performance indicators under the Vocational Rehabilitation (“WIOA title IV”) core program; and
• Departments to delay assessing performance for the purpose of imposing sanctions for the WIOA title II core program and for the remaining performance indicators in the WIOA titles I, III, and IV core programs to provide for the orderly transition from the requirements of the Workforce Investment Act of 1998 (WIA) to those of WIOA, as permitted under section 503(a) of WIOA.

The Departments’ determinations, as will be described more fully herein, are consistent with the phased-in approach to performance assessments described in Training and Employment Guidance Letter No. 11-19, Change 1 issued on May 10, 2023.  

To announce a virtual Tribal Consultation the U.S. Department of Labor (Department) will conduct regarding the Confidentiality and Disclosure of State UC Information, scheduled for August 28, 2023, 2:00 p.m. ET on http://www.workforcegps.org.

To advise State Workforce Agencies, or agencies designated by Governors as “Cooperating State Agencies” (CSAs) (also jointly referred to as “states”) of the state distribution amounts of FY 2023 TAA Program TaOA funds. 

This guidance 1) advises states of the availability of disadvantaged Youth and Adult data for use in the WIOA Youth and Adult within-state allocation formulas and, 2) requests that states use this data in their PY 2023 and future within-state allocation formulas.

To announce the “Leveraging Federal Funds to Support More Robust IDH Utilization” webinar that will be hosted by the UI Integrity Center on August 1, 2023.

To provide information regarding the 2023 Unemployment Insurance (UI) Integrity Symposium to be hosted by NASWA on December 6 – 8, 2023, in Oklahoma City, Oklahoma.

This Change corrects due dates and deliverable requirements for employment projections in Attachment I to Training and Employment Guidance Letter (TEGL) 20-22: Consolidated Requirements for WIGS (Workforce Information Grants to States) Grantees.
