To provide information to State employment security agencies (SESAs) on the Cash Management Improvement Act of 1990 (CMIA) and its implications for State unemployment fund cash management.

To clarify procedures for handling combined-wage claims, wage transfers, overpayment credits, and other provisions of the CWC arrangement.

To provide a clarification of the requirements of Section 303(e)(2)(A)(1), SSA, to all State Employment Security Agencies (SESAs).

To transmit the subject Department of Labor (DOL) publication, subtitled "A Demographic and Employment Profile of Perishable Crop Farm Workers."

To provide revised and expanded guidance to State employment security agencies (SESAs) on the development and conduct of special studies that may facilitate UI program improvement actions.

1. To announce a series of three workshops for State employment security agency (SESA) personnel to be conducted in the fall by the Special Technical Assistance Project of the Pennsylvania Department of Labor and Industry.
   
   
2. To provide information on the schedule and locations of these workshops, and procedures to facilitate SESA staff registrations.

To transmit estimated employer contribution rates for 1990 and 1991.

To transmit AWBA for major disasters that occur during the fourth quarter of FY 1991 (July 1 thru September 30, 1991).

To provide limited resources for State employment security agencies (SESAs) to implement QC-PI recommendations into their mainstream UI program.

To clarify previous instructions and provide additional rationale for the new reading assessment reporting requirement.
