To respond to additional questions raised by States and Regional Offices concerning the implementation of the Emergency Unemployment Compensation Act of 1991, Public Law 102-164.

To transmit a revised directory of individuals to contact for information on unemployment compensation (UC) tax matters.

To announce the results of the UI Quality Appraisals conducted for FY 1992.

To advise States that the Internal Revenue Service (IRS) is implementing a new procedure to certify credits that employers have taken against their Federal Unemployment Tax Act (FUTA) liability for contributions paid into State unemployment funds.

To inform State Employment Security Agencies (SESAs) that certain military personnel, under special authorized Department of Defense (DOD) programs, will be offered voluntary incentives in the form of bonus payments not to reenlist; to convey instructions the SESAs should follow in regard to UCX claims filed by these ex-servicemembers receiving such bonus pay ments; and to provide the SESAs with information on how a claimant's receipt of Federal military separation, dismissal, or severance payments affects his/her unemployment compensation (UC) claim.

To announce that the Department of Labor recognizes the Office of Personnel Management's (OPM) Certification of Expected Separation as meeting the requirement of Section 301 of the Job Training Partnership Act (JTPA) that a worker receive a notice of termination in order to participate in activities authorized under Title III of JTPA.

1. To convey decisions reached by the UI system based on UI National Office, Regional and State participation on the PMR project, including performance measures to be field tested.
   
   
2. To obtain comments on the feasibility of obtaining data for the proposed measures and their potential use for encouraging program improvement.
   
   
3. To obtain from States expressions of interest in serving as a field test site.

To forward the names, addresses, and telephone numbers of State Employment Security Agency (SESA) Federal Program Coordinators.

To inform State employment security agencies of all program letters that have been extended for the above period.

To announce the rate of interest the U.S. Treasury Department will charge on Title XII advances during calendar year 1992.
