Purpose: To announce the availability and distribution of the new special technology edition of the Capacity Building Update: Preparing Tomorrow's Workforce (Summer 1996)

To transmit new correspondence symbols for the Unemployment Insurance Service.

To provide State Employment Security Agencies (SESAs) with answers to procedural questions for implementing voluntary withholding of Federal income taxes from Unemployment Insurance (UI) benefits.

To provide an interpretation of Section 3309(b)(5) of the Federal Unemployment Tax Act (FUTA) which permits an exception to coverage requirements of Section 3304(a)(6)(A), FUTA, for services performed as part of an unemployment work-relief or work-training program.

To transmit copies of the Program Year 1994 Standardized Program Information Reporting (SPIR) National and State Data Books.

To encourage those State Employment Security Agencies which are collectors of new-hire information to participate in a matching program with the OCSE's FPLS.

To provide guidance on intertitle transfers and respond to questions raised on intertitle fund transfer authority.

To transmit the Department's Publication DLMS-7, dated May 1996, entitled "Temporary Duty Guide for Department of Labor Employees". This publication lists the prescribed maximum per diem rates for the Continental U.S. (CONUS).

To provide the 104 grantees that are not active online partners with information on how they can become electronic mail (e-mail) communicators.
