To inform State Public Employment Service Agencies thatthe Office of the Management and Budget (OMB) has extended the approval to use the forms for Agricultural Recruitment System of Services to Migratory Workers and Employers.

To advise State Employment Security Agencies (SESAs) of the publication of proposed regulations by the Department of Justice (DOJ) that would impact the States' administration of Federal unemployment compensation (UC) programs and of the opportunity to provide comments. The proposed rule requires procedures that may be a significant departure from the general methods of filing for intrastate and interstate Federal and State UC depending upon the State's current filing practices.

To inform States that the Office of Management and Budget (OMB) has approved the extension of the ETA218,Benefit Rights and Experience Report.

To provide States with information regarding the enactment of a technical amendment changing the eligibility requirements for noncustodial parents under the 70 percent targeted portion of Welfare-to-Work (WtW) programs.

To transmit revised performance standards model adjustment worksheets for Program Years (PY) 1998 and 1999 pertaining to the Job Training Partnership Act (JTPA) Titles II-A, II-C, III, and Section 204(d).

To advise State Employment Security Agencies (SESAs) of the Department of Labor's (DOL) policy concerning Y2K Business Continuity and Contingency Plans; to provide guidance for developing business continuity and contingency plans; and to require the submission of plans for unemployment insurance (UI) critical business functions.

To inform States of the 1998 Standard Occupational Classification Revision notice in the Federal Register. The Office of Management and Budget is seeking comments on a proposed revision to the 1980 Standard Occupational Classification (SOC) system.

To transmit the revised Form ETA 9023 and Instructions.

To transmit estimated employer contribution rates for 1998.

To notify the States of the availability of a new publication -- Job Training Partnership Act 1996 Program Statistics (SPIR Data Book for Program Year 1996).
