To provide States a copy of the solicitation announcing the Youth Opportunity Grants and to describe the States¿ roles in giving support to Youth Opportunity Grant applicants.

To provide adjusted 1999 Lower Living Standard Income Level (LLSIL) tables (100 percent) for use in determining eligibility for needs-related payments.

To inform State Employment Security Agencies (SESAs) that the Unemployment Insurance Service (UIS) SUN computer system is fully ready for Y2K and has been certified at low risk for experiencing Y2K problems.

To transmit a list of military addresses for SESAs' use in sending notices of claim filing, and subsequent notices of monetary and nonmonetary determinations to the appropriate branch of the military.

To alert the Welfare-to-Work (WtW) delivery system to the new WtW Census 2000 Employment project linking local WtW programs to Census 2000 temporary job opportunities, and to advise the system of the consultation requirements for project applicants.

To transmit 1999 Lower Living Standard Income Level (LLSIL) Guidelines. These guidelines are used in determining whether individuals meet the economically disadvantaged criteria set forth in the Job Training Partnership Act (JTPA).

To announce the completion and distribution of Tools of the Trade: A Learning Resources Catalogue for Workforce Professionals, containing more than 800 descriptions of courses, books, web sites, reports and sample materials designed to help workforce development practitioners and partners as they build their One-Stop systems under the Workforce Investment Act; and

To announce the establishment of an electronic niche site for workforce professionals on America's Learning Exchange (ALX) -- http://www.alx.org/wfd.html -- which contains the information listed in Tools of the Trade.

To advise State Employment Security Agencies (SESAs) of the publication and distribution of the new Overpayment Recovery Technical Assistance Guide (TAG).
