To provide clarification to State Workforce Agencies (SWA) with regard to the processing of H-2B temporary applications for limited jobs in the landscaping industry which includes only those activities addressed in this guidance for the 2003-2004 season.

To inform grant applicants of the requirement to include a Dun & Bradstreet (D & B) Data Universal Numbering System (DUNS) number when applying for Federal grants or cooperative agreements on or after October 1, 2003.

To provide revised dislocated worker formula allotted funds for PY 2003.

To transmit the subject computation for State Workforce Agency usage in computing minimum weekly DUA amounts for all major disasters declared during the first quarter of fiscal year (FY) 2004.

To transmit guidance for the development and management of PY 2003 Workforce Information Core Products and Services grant plans.

To provide states with the Program Year (PY) 2003 ACSI Table of Weights.

To provide States with their allocation for TAA funds under the continuing resolution for FY 2004.

To provide states with the underlying formula for the TAA funds disbursement process and FY 2004 planning estimates and to describe the process for requesting additional TAA funds for training and administration.

To inform states and other Department of Labor (DOL)-funded workforce investment system partners of the veterans¿ priority provisions of the ¿Jobs for Veterans Act¿ and to provide general guidance as to the implementation of these provisions.

To provide tables for Fiscal Years (FY) 2001 and 2002 showing estimated FUTA receipts attributable to employment in each state and the amounts of FUTA funds provided to each state for program administration and benefit payments. Cumulative totals for FY 1981-2002 are also included.
