To announce the Employment and Training Administration's (ETA's) creation of two new UI State Performance Excellence Awards to recognize states for program integrity performance and communicate a change to the performance evaluation time period for all future awards.

To provide information to states and outlying areas on WIOA Title I Adult, Dislocated Worker and Youth Activities program allotments for PY 2019; final PY 2019 allotments for the Wagner-Peyser Act ES Program, as required by section 6(b)(5) of the Wagner-Peyser Act, as amended; and the allotments of Workforce Information Grants to states for PY 2019.

To transmit the subject computation for State Workforce Agency usage in computing minimum weekly DUA amounts for all major disasters declared during the third quarter of Fiscal Year (FY) 2019.

To notify the workforce system of jobs available on Guam and that the Employment and Training Administration (ETA) has updated the Contractor Recruitment Standards (CRS) that guide the recruitment efforts of selected contractors performing construction work related to the Guam military base realignment. These standards are mandated by the National Defense Authorization Act (NDAA) for Fiscal Year 2010 (Public Law 111–84, enacted October 28, 2009).

To announce the availability of up to $5 million for Fidelity Bonding Demonstration Grants for Program Year 2018. These grants will enable states to expand their use of fidelity bonds to help persons with criminal records, including ex-offenders recovering from opioid and other drug addictions, obtain employment.

This Training and Employment Guidance Letter (TEGL) aligns and streamlines performance indicators and requirements across 15 DOL Employment and Training Administration (ETA) programs to the Workforce Innovation and Opportunity Act (WIOA) performance indicators, while also rescinding and eliminating outdated performance guidance for these programs in addition to clarifying existing ETA performance accountability policies that changed due to WIOA.

To announce the release and availability of a NAWS national summary report on hired crop workers and associated public-use data files.

To announce the release and availability of final evaluation reports from the evaluation of the Enhanced Transitional Jobs (ETJ) demonstration and the YouthBuild (YB) program and five study briefs from the Institutional Analysis of American Job Centers (AJCs).

To announce the 2019 National Unemployment Insurance (UI) BTQ Review being held June 24-28, 2019, at the U.S. Department of Labor (USDOL), Frances Perkins Building, located at 200 Constitution Avenue, NW, Washington, D.C., 20210, and to request that Administrators from selected states ensure that two of their BTQ experts attend.
