    Importance of Including Labor Market Information Stakeholders in Planning and Implementation for Unemployment Insurance (UI) Information Technology Modernization Projects

    Purpose

    The Employment and Training Administration (ETA) and the Bureau of Labor Statistics (BLS) jointly remind State Workforce Agencies (SWAs) responsible for the administration of the UI program that state Labor Market Information (LMI) offices are important stakeholders and partners when states are modernizing their UI information technology (IT) benefits and tax systems and need to be included throughout the lifecycle of a modernization project. Concurrent with the publication of this Training and Employment Notice (TEN), BLS is issuing a LMI Administrative Memorandum with the same content as this TEN.

    Workforce Innovation and Opportunity Act (WIOA) Title I Training Provider Eligibility and State List of Eligible Training Providers (ETPs) and Programs

    Purpose

    The purpose of this guidance is to identify actions that states can take to meet requirements for training providers, program eligibility, and the state ETP list in WIOA Section 122 and 20 CFR part 680. WIOA and its regulations established the allowable types of training, including both work-based and classroom instruction, with the goal of ensuring provider performance, job-driven training, informed consumer choice, continuous improvement, and cost-effective investment of public funds. This guidance replaces Training and Employment Guidance Letter (TEGL) 41-14, Workforce Innovation and Opportunity Act (WIOA or Opportunity Act) Title I Training Provider Eligibility Transition, and the subsequent TEGL 41-14, Change 1.

    The purpose of this Training and Employment Guidance Letter (TEGL) is to provide Senior Community Service Employment Program (SCSEP) states, territories, and outlying areas with guidance for submission of four-year Stand-Alone State Plans, including the submission process and deadline for submission. Note that this guidance pertains only to states that are submitting a SCSEP Stand-Alone State Plan for Program Years (PY) 2020-2023. States that are including SCSEP as part of a Combined State Plan for 2020-2023 must refer to ETA guidance for submission of Unified and Combined State Plans under the Workforce Innovation and Opportunity Act (WIOA) for Program Years (PYs) 2020-2023 for instructions.
