States that are including SCSEP as part of a Combined State Plan for 2024-2027 should refer to Training and Employment Guidance Letter (TEGL) 04-23 that the Employment and Training Administration (ETA) issued on October 31, 2023 for instructions on submission of Combined State Plans.
