This Training and Employment Guidance Letter (TEGL) also announces that ETA will require that all states negotiate performance goals for credential outcomes beginning in PY 2015. Prior to 2015, ETA will work with states to modify the terms of approved common measure waivers. Currently, states are required to report on credentials in their quarterly Workforce Investment Act Standardized Record Data (WIASRD) submissions regardless of whether or not they have a common measure waiver.

The purpose of this directive is to remind all State administrators of Unemployment Insurance (UI) programs of their responsibility: (1) to collect and analyze claimant demographic data for possible indications of systemic discrimination, and (2) to investigate any such indications of potential discrimination that the analyses disclose. This Unemployment Insurance Program Letter (UIPL) rescinds and replaces UIPL No. 46-89.
