The U.S. Senate Designated the Week of September 8, 2008 as National Direct Support Professionals Recognition Week (S. Res. 613) to honor this important group of workers. This resolution is an opportunity to learn more about the work of direct support professionals (DSPs) in your community.

To notify states of imminent changes by the Internal Revenue Service (IRS) that will affect reporting Federal Unemployment Tax Act (FUTA) payments by certain employers. The changes, which will become effective for wages paid on or after January 1, 2009, will affect single-member limited liability companies (SMLLC) or qualified subchapter S subsidiaries (QSub), who are “disregarded” by the IRS as entities separate from their owners for Federal tax purposes (disregarded entities).

To remind the workforce investment system of the performance reporting requirements and associated timelines for submitting data validation results for the Workforce Investment Act (WIA) title IB programs; the Wagner-Peyser Employment Service; activities authorized under chapter 41 of title 38 United States Code (Local Veterans’ Employment Representative and Disabled Veterans' Outreach Program); the Trade Adjustment Assistance (TAA) program; and the National Farmworker Jobs Program (NFJP).

To announce the availability of a Guide and four "How-To" Manuals, entitled as a set Taking Care of Business, on creating and sustaining employer-based workforce development intermediaries and developing successful strategies that support transformation of the workforce system.

To provide an updated and consolidated list of acceptable narrative reasons for separation from military service for UCX claims purposes. Unemployment Insurance Program Letters (UIPLs) No. 3-95, Changes 1, 2, 3, and 4 are rescinded.

To provide states with the Program Year (PY) 2007 ACSI Table of Weights, and to alert states to the possibility of new customer survey plans for PY 2008.

To provide additional information about planned consultations for the development of Workforce Investment Act (WIA)/Wagner-Peyser Act State Planning Guidances for the Program Year (PY) 2010-2015 Five-Year Planning Cycle.

To request Area of Substantial Unemployment (ASU) designations in each state as defined in the WIA in order to allot funds under the Act for the period beginning July 1, 2009.

To announce Office of Management and Budget (OMB) approval of the extension of the UI DV program.

To respond to questions regarding the Emergency Unemployment Compensation, 2008 (EUC08) program (included as Attachment A to this UIPL); to correct the ending
date(s) during which an individual may receive a final payment for EUC08 during the phase-out period of the program; and to change the expiration date of Unemployment Insurance Program Letter (UIPL) No. 23-08 to “continuing.”
