To inform State Workforce Agencies (SWAs) of the measurement method and the Acceptable Level of Performance (ALP) for the detection of overpayments measure; to clarify the methods for measuring the average age of pending lower and higher authority appeals; and to clarify the implementation schedule for Tax Quality Measure CAPs.
