Carolyn Angus-Hornbuckle
Carolyn Angus-Hornbuckle is the Assistant Secretary for Administration and Management in the Office of the Assistant Secretary for Administration and Management.
Carolyn Angus-Hornbuckle was appointed by President Joseph R. Biden, Jr. to serve as the U.S. Department of Labor's Assistant Secretary for Administration and Management (ASAM) in September 2023. Prior to this, she served as Deputy Assistant Secretary (DAS) for Policy in the Department of Labor's Office of the Assistant Secretary for Administration and Management (OASAM) between January 2022 and September 2023. In her role as ASAM, she leads OASAM employees and initiatives, providing the infrastructure and support that enables the U.S. Department of Labor (DOL) to perform its mission. This support includes a range of services from information technology, human resources, procurement, budget, performance management, and business operations, to space management, safety and health, security, emergency management, and civil rights. Ms. Angus-Hornbuckle also leads OASAM's efforts to engage with DOL agencies in forums focused on customer experience, and represents DOL with external stakeholders on matters related to administration and management.
In her role as DAS for Policy in OASAM, she provided leadership for several major initiatives, including DOL's COVID-19 policy development and the Department's Diversity, Equity, Inclusion, and Accessibility (DEIA) Strategic Plan implementation.
Before her time at DOL, Ms. Angus-Hornbuckle worked on health care access and public health policy and programs for Tribal populations. Most recently, she served in a dual role as Chief Operating Officer and Policy Director for a national Tribal health organization. Prior to this role, Ms. Angus-Hornbuckle served as Director of Public Health Policy and Programs, leading a team to expand Tribal access to public health programs to fund and drive key legal and policy changes.
Ms. Angus-Hornbuckle holds a JD from the Sandra Day O'Connor College of Law at Arizona State University and is licensed to practice in Arizona.
